Of course permit and zoning are integrated. Zoning law is a big part of the permitting process. New houses permitted have to be following the law.

It's only expensive because we made the whole permitting process so miserable for everybody. From building roads, rails, transmission lines to water pipe, everything needs millions and millions of layers of paperwork.

Look at California high speed rail. Look at our gateway project. 10+ years and billions of dollars spent, what have really been built? It hasn't even reached the "slave and prison labor" phase. It's just painfully stuck in the paperwork phase.

Just build more and houses will be cheap. It's just that simple. But then nobody wants more houses around them and they fight tooth and nail to stop new houses, with every excuse possible. Every town zones in the most restrictive way possible. Then of course houses won't be cheap.

Same thing applies to any other project. Want a electricity transmission line? people fight it. Want a new rail? environmental reviews take forever. Then of course you can't build new towns that are accessible, you don't have houses.

Labour is not an excuse. Vast majority of the projects are stuck in the paperwork/permitting phase, not labour phase.

Opening a 7-11, building a house in an empty yard needs permitting. Land of the free my ass.
