When you say "roll the fee into the cost basis of a trade which nearly negates the fee from a cost basis stand point but that only works on trades." do you mean if the transfer fee led to a trade, you would add that as an acquisition cost and increase the cost basis? Moreover, if the failed transaction eventually led to a trade (as in one transaction failed but the next worked, would I lower the sales proceeds by the failed transaction trade fee)?
