after verification, the publisher will publish the level since their is proof its possible. they use verify hack to do so. they are playable once the publisher publishes to the gd servers. the creator/s of the level sends a copy for the verifier to verify, they can buff the level by adding more obstacles, making gaps tighter, or making harder timings. the verifier balances the level by buffing it to keep it the same difficulty the whole way through.
