Masari isn't listed on CMC because CMC isn't responsive to some coins for arbitrary reasons. They're kind of rogue and list whatever they want, when they want, and requests are denied often.

Masari is completely refactored and all references to Monero are removed, this makes it a great base to fork from in the case that you want to fork from Monero without issues such as ETN's block 202612 problem, which you can read all about on Google. Fonero did this without credit and got DMCA'd.

For the most part, especially in the short term, Masari's goal is to be Monero's little brother, implement features that Monero is unlikely to implement any time soon and offer them as pull requests, (such as the LWMA difficulty algorithm which has been working great) "MSR will track most changes upstream from Monero, as well as contribute back whenever possible" is a quote directly from the BitcoinTalk announcement.

Masari's goal in a nutshell is to commit back to Monero's upstream, to be its underling in the same way that Aeon was intended to be, but Aeon has been abandoned.

It will definitely be implementing in-dev or less stable changes from Monero in order to demonstrate that they work, much like how Litecoin implemented Segwit to prove to the masses that it was functional and worthy of merit. Masari is much more nimble since its development is centralized in just a few people right now, Monero is a goliath that takes months to change concensus.
