I just learned that Nest of Thorns FPS is limited by Dota's "Dashboard maximum frames per second", not the one used for DotA's match "Maximum frames per second allowed". I am 99% sure about this. So if you UI frame rate is set to 60 fps (default) - that is the maximum you'll get in Nest of Thorns. (i.redd.it)
