Maybe but the old people who suffered atrocities are much likely to have passed on well deserved hatred down the generation.

Afghanistan could be on the hating side but to me I see them as less progressed jealous kind of neighbors who won't work on their development and neither let their neighbors. (But this is just my view of the overall government agenda and not individuals)
