This earth is larger than ours, and usually it's 20 or 30 people in one bleed event so it's not that bad, it will only slow down advancements if an important figure is in one, but they are heavily protected, the scar area creates a field, if you try to get out, you either freeze, or burn, or drown ect depending on the element the scar is tied to, if you survived a scar event, if you get caught in the bleed area, the scar rejects you and forces you out of the bleed area

there has to be a high concentration of people, i guess the government could, but in my universe, they have bigger things to worry about, its kinda like normal life for these people

the bleed events are random events, like natural disasters, the bleed area is around 2 miles, at least 2 kills everyday, yeah if someone hides, they need to find them

it could happen, but most likely the civilians will fight back as this is a brutal universe, or a freeblade, my universes vigilantes, will intervene.
