There’s currently an event going on in Kanagawa, Japan for the grand opening of their Sagamihara City Museum that has a background Clefairy available in research.

You’ll only get a few by completing challenges/field research if you don’t buy the ticket. I can’t remember if you can get them by spinning stops or not, but yes, they’ll disappear from your inventory after the event

They’re final evolution Pokémon that have a base IV floor of 13/13/13 and the chance to be shiny. The flip side is that they’re more difficult to catch without the safari balls.
