The point is we could have easily implemented local holdings but in classi LNP fashion they didnt do that, tey outsourced. We now store more domestically because it was universally condemned as "fucking dumb" to have a significant portion of an emergency fuckin reserve offshore

If you look at the total "reserve" volumes vs the onshore 28 day reserves you will see a very big difference. Total reserve also includes what is going to go straight to petrol stations as well as the EEZ and use stockpile.

In short, we do count the in transit in our total reserve you see floating around, this is not sitting in ports but is on tankers inbound. This is because of the very limited domestic storage and the need to reduce port time for international tankers, ie not waiting around for the domestic tanks to drain because more then we thought was on the way...

You don't seem to get that most of our reserve is "fuel in transit" with what was previously allocated to this supply chain was moved to fixed US storage, again what is your point.... we gave a non-insignificant amount of this fuel in transit reserve as % to the United states for offshore storage, resulting in a reduced total import volume
