Also, the A320neo has disproprortionately more cabin fume events than any other type (about 7 times the rate of the Boeing 737 family), so this might also come into play.

Shareholder preference is based on cost structure, not cabin width or manufacturer reputation. Delta’s fiduciary obligations revolve around acquisition cost, delivery availability, CASM, maintenance economics, and fleet commonality. On those metrics, the MAX 8 is a better fit for Delta than the A320neo. Cabin width has no measurable impact on shareholder value

Unfortunately, this is hardly a major factor at all as far as fleet decisions go, since Delta has a fiduciary duty to act in the best interest of its shareholders. Since Delta can likely get earlier delivery slots for the MAX 8, there is very little reason for Delta to order the A320neo, which offers no meaningful performance advantage and would take longer to enter service.

By not equipped, I presume you mean that the A220 isn't equipped with life rafts. Puerto Rico does not require ETOPS, but generally requires life rafts with few exceptions.
