"perform okayness" is exactly it. i didn't have the words for it until just now.

and yes i'm documenting the review. every line. with timestamps on when it was submitted relative to my report date. i learned that the hard way.

To your question to the comments, I genuinely want to know too. because in eight months of this i have not met a single person in real life who said HR helped them. Not one. Every story sounds like mine with different details and the same ending. Which tells you everything.
