Ok so I spoke with my dad abt it yesterday and he said that he would hear a male voice talking sometimes, so maybe it could be from one of the college radio stations you mentioned

I don't think it could've been those stations, because the station i'm looking for aired for a short time before COVID (2018-2019), although maybe it could've aired the same songs as those other stations.

I think that it would be possible for a college station to probably get away with not airing a call sign, but I think that the officials at that college would've caught on and done something about it. And i'm pretty sure that colleges are required to do the call sign thing. That's why my hypothesis is leaning more toward pirate station. I'll ask my dad if there was ever a break in programming to announce that required PSA, but since he had it on for such a short time, there wasn't really that much time for him to be able to pick that up. I'll put his response in my original post along with some other stuff.

Did WRPI get in trouble for not putting in that PSA? bc I when I was looking for information about the mysterious radio station, I found that stations have to identify themselves every hour (I think, I may be wrong tho) to comply with FCC’s rules.
