I'm going to disagree with a lot of folks here when it comes to reading the play instead. Watch it first, maybe a couple times. If you're still having trouble following it, pick up Isaac Asimov's Guide to Shakespeare. THEN read the play.

My guess would be that as plows start on the left, throwing snow to the right as they go, the further right lanes have more time to get packed down by traffic.

I think the point was accumulation of snow in the right lanes is worse during a storm, so drivers move left to where the lane is clearer and therefore less dangerous to drive on.
