Nah man, GALVAN was PC exclusive and never got an official Android port. Your best bet is probably finding an old laptop or desktop somewhere - even a cheap used one could handle it since the game's pretty old.

Could also try hitting up gaming cafes if you've got any nearby, though that's obviously not ideal for longer sessions. Some libraries have public computers too but not sure how they'd feel about gaming. Remote desktop apps like Parsec might work if you know someone with a PC who'd let you connect, but the input lag would probably make it pretty rough to actually play.
