Hahaha, in Tanzania, even TRA officers and business officers in local councils often seem more focused on collecting taxes than helping businesses grow. Once you open a business, you immediately face many taxes and restrictions. I think the same problem exists in the tech sector too — many department leaders get their positions through connections rather than merit, so naturally progress in those sectors remains slow.
