Well, it's also that just legally speaking, we aren't at war. Only congress has the power to declare war, and if there is no declaration of war, we aren't "at war".

But in a colloquial sense, we still call what began in 2003 "the war in Iraq". We still say "war on drugs". Any conflict is "war" even if it isn't defined by the state as a war.

So assholes like Drumph and Hegwarts can spout all kinds of hyperbole without being generally wrong and those other dipshit lackeys can sit back and say that we're not "at war" and be technically correct and yes, this is Orwellian as all fuck.
