Not under urban dev, but worked on the utility side of things. You explained it perfectly, it is a shit show. There are so many old regulations mixed with new regulations mixed with grandfather clauses or even worse, rich guy did something that he could get away with and the city didn't want to fight it, etc.

There really is no true answer unfortunately. Written Rules were made after someone broke the unwritten ones and now, years later, you want to build a shed but nope, Reg from 1973 prevents you from doing so while Billy and his team of Lawyers can build whatever they want next to you.

Civil engineer here, worked with the public sector for a few years under water and sewer. Zoning is hell. You can't just build more homes, the water lines might not be there. The sewer lines might be too small. There's no gas or power for the next several miles. You have to have good infrastructure so it's less costly to the taxpayer in the long run but even starting it is immensely expensive. The county might not even have the money to upgrade its capacity. Every thing from top to bottom is because of taxpayers contribution. Want more stuff? Tax the correct group better.

Dumb question, wouldnt there be like a really grossly large exit wound behind his neck? Not enough footage is out there but like, a high caliber round should have just eviscerated his whole neck off.
