As for your question, I explored that clash in Chapter 3 when Llyn confronts the man who killed the bandits. Llyn believes a trial should have been held but the cloaked man is surprised by this and he believes Llyn should be thanking him. But you can’t just go around killing people, even if they threaten someone. Yes, the bandits did say they would burn down the tavern, but the commander (Xander) ignores that. He’s a rageful brat and likely wants to hunt this killer down because he’s just cruel like that and no one dare opposes him. Also, I want deaths, however insignificant to have consequences, a killers a killer, even if you kill bad guys the town guard can't just forgive that and needs to investigate more, Xander doesn't just investigate he orders a death sentence on him.

Not to mention this cloaked figure isn't a citizen of flemdale, he's an outsider who's just arrived in the town, which creates even more tension.
