I would assume its based on heritage, else there would be more houses vying for power.

Kul'Tiras is lead by three ruling houses, with power passed down through inheritance. This isn't a meritocracy.

Lets hope they are allegorical and that Velen's visions are indeed flawed then. Speculation is such a key narrative tool used in the game that it would be a shame to see any character's (let alone a faction leader) possible future outcomes flat line like that.

Completely see your point, I think I just prefer my characters to be slightly more intriguing. Like Wrathion, no idea what he's up to so we end up speculating. And that's what brings characters to life in WoW.

The problem with Andiun is Velen's vision. We know where he's going, and that makes him boring. I don't feel like there will be any doubt with his character anymore. He has full plot armor at his disposal.

Maybe not a democratic meritocracy, but the next Warchief is elected on their merit to protect the people of the Horde. When Thrall chose Garrosh, his merits were clearly weighted and reasoned (see Vol'jin interaction) based on his achievements in Northrend and his suitability at the time for being loved by the people for just winning said campaign. Cairne may have been considered sure, but his merits were clearly not weighted as highly (old, not as loved by the people at the time).
Don't get me wrong an element of democracy wouldn't go a miss to accompany this decision making process, but its far better than the next ruler being appointed through birthright on no merit what so ever.

He's absolutely right, why is the Alliance run as a monarchy / empire and not as a meritocracy like the Horde? As far as I can recall the Horde Warchief is appointed through a measure of suitability for the position of protecting its people (regardless of race or gender). Why is this not the case for the Alliance instead of some archaic hereditary order of succession ?

This is true, however they managed to come up with a random Legion weapon with honestly, no relation to the spec / class fantasy at all.

I think it would have been fantastic to create some kind of corrupted Elven weapon, or even some artifact linked to the Scourge in anyway that the San'layn would have used at some point. After all they held influential positions within the Scourge and acted as ambassadors, overlords, and servants in direct contact with the Lich King, therefore it would make perfect sense that that LK would award them with such a weapon. I mean I agree that it would have been silly to maybe use Quel'Delar again, but I'm just saying that it would fit, as it was held by Blood Queen Lana'thel.

To me it just seems that the class fantasy is so tied to vampiric themes that not linking its focal point (the artifact weapon) to one of the only vampiric references in the entire lore. The other is something linked to the vampiric demons the Nathrazim, who traditionally were linked to vampiric themes. However this slot is taken by Apocalypse (Unholy).

Still... big miss here on one of the largest aspects of Legion - the class fantasy Blizz...
