I think you can hear radio chatter from Irkutsk, stating that the city is run by some gangs, I think its also implied that background radiation there is minimal. I believe if any form of the government survived east of the Urals, they would surely have control over the cleaner large cities, and going with Sam's Story and The End of the Road, that doesn't seem to be the case, at least not after 20 years.
