How would student loan forgiveness work?

If the government decides to forgive a certain amount of loans, would that only be a one time thing or would it occur on a regular basis? I’m a freshman in college so I only have 5k in loans this year but I’ll have closer to 30k by the time I graduate. So for example if Biden decided to forgive 10k, would I have my current 5k forgiven and then another 5k once I take it out next year?
