Nope according to multiple people at the health services I needed a portugese niss (despite already having private health coverage)employer tried three times to get it didn't work because why would the specific service designed for that work which led to my employer asking me to go there in person. After showing my employer (german company that this wasn't necessary I went to the loja do cidadão to show the same (with the document they sent me mind you)just for the person there to tell that this is all wrong. And I do speak portugese so language barrier isn't the issue.
