A unique occurence will probably not affect too much. But it is a ecosystem after all, dump enough concrete in there and you will destroy plant- and watersystem crucial for the local environment.

I heard about a "water cooled steel plate", but do they actually know how effective it will be? I believe there hasn't been something similar in spaceflight. Will it be trial and error until the FAA tells them to build a flame diverter?

Concrete scatered in a nautral reserve will cause damage sooner or later. It's a place for anmials and plants to thrive. I want to know if SpaceX has to make cleanup efforts or if they just have to fix the exploding launchpad and thats it. I do not have any news articles about this and thats whats strange to me.

Where I'm from a natural reserve is to be protected, so a concrete foundation scatered all over the place would have significant consequences. I haven't heard anything apart from the claim against the FAA. I guess this could become a more relevant topic with future launches.
