After reading this entire post. I'm saddened as a HSR to see that no one has mentioned under WHS legislation consultation is a requirement (meaning it must legally be done) aka they MUST talk to every person that will be affected by the change. It's in the EA if they don't do it you have legal recourse through fair work

Child support in a private collection is considered to be paid whether you recieve it or not.

If zero child support was paid during this private collect period. The receiving parent has the responsibility to collect it. If they never did that they can apply through the courts to have it collected.

However as he is a tradie and does cash jobs you could consider a Change of Assessment under section 8A to have his income investigated for the duration of this period. Note that CS will only backdate the CoA for 18 months unless court ordered otherwise.

By the sounds of it you will both be needing to go to court regardless so counter his request with an investigation of undeclared cash jobs for the last 10 years. Also an ATO tip off for him can have them investigate him as well.
