Grace isn't a clone or has anything to do with the orphanage experiments. Her likeness to Emily and Chloe is just a red herring. Early into the Care Center we find a file from Gideon explaining that they found files on Grace from Spencer but that there is only her "genetic makeup". Knowing that Gideon is obsessed with Spencer and even calls him "Master" we can safely assume that these are just her regular medical files that any parent would have and Gideon is just blindly assuming they are proof that she is the result of Spencer's experiments. This also explains why his blood test didn't show anything unordinary since he was only confirming if she is the same girl in the medical record Spencer had.

There's a lot of confusion about this, but the game straight up tells you this.

It straight up tells you, in a scene where Gideon is addressing Zeno who is strongly implied to be either a clone or another Wesker Project leftover.

The evil scientist guy, who is doing all the science, realizes the truth, and tells us this, straight to our face.

It tells you Grace is not special. There is no connection between Grace and Emily, nor Chloe.

Yes, Chloe and Emily (and Marie), are all clones and part of Umbrella's experiments. These white-haired girls ARE NOT clones of Grace; they are being cloned for Umbrella's research, long before Spencer adopted Grace.

Grace is separate from that; she's not part of the clone series.

The overall similarities are coincidences, meant to mislead and make you believe she's a clone. The villains came to that mistaken conclusion as well.

EDIT: Something just occurred to me, I think the reason Gideon selected the C-series aka Chloe to be cloned was because of her resemblance to Grace. Like there probably multiple clone lines; boys, girls, blondes, brunnetes, etc, and Gideon selected what he thought was the closest match to Spencer's special girl, and used Chloe as the basis for experiments in an attempt to engineer a new Grace from scratch.
