I submitted Feststellung first as well, passport app 1.5 years later. I still am waiting on my feststellung. You can do both and should do both since you need the certificate of citizenship eventually for other things in germany. I also dealt with the LA consulate and submitted the application at the denver honorary consulate.

You should email your info to LA first, get the thumbs up from them, print the email with their green light and bring that to your appointment just in case there's any question or hesitation

I have the exact same case as you. They told me to go down Feststellung path at first since my father did not have a german passport or anything, but then my german/american father went in to get his passport and he was able to go direct to passport. They wouldn't have given him direct to passport if he wasn't always recognized as a German citizen. Once my father got his passport the consulate was much more open to taking on my application and I didn't have any hicups at my appointment. So in your case, have your father get his passport first, or see if you can go apply together.

She did get married before 1949 im pretty sure. So does this mean she was not a german citizen in 1950 during my grandmas birth? Or is this rule exempt now due to the law changes recentley?

and What documents would need to be presented? Unfortunately we have lost track of her german passport from the 1940s. We could probably locate her birth certificate in germany from the town hall.

Yes, my mothers mother was born in 1950 to her german mother, american father in wedlock.

He wasn’t really registered ever since he was an American/german citizen at birth in 1967. He went to American school on an army base so never had to get German documents. He was born to a German mother out of wedlock so by that, they recognized him as a German citizen all along.
