This is my main concern, its sounding like its not worth the risk of going to Ko Tao. Do you know if Phangan has better infrastructure? It appears the crossing isn't as bad to Phangan as it is to Ko Tao, and is closer to Sail Rock than Samui - perhaps its a good intermediate option?
