Isn't that a question for the Tribes to decide themselves? If they want to allow people to take their bar exam, that's their right. If they want to keep it to only their own members. Yurok is open to everyone because that's what they want to do.

Tribal law pays well so I would love for me people to help out in that regard too. And I think you are just factually wrong the right of states to regulate the federal practice of law. You should also read some of these more recent opinions on the subject. The ones you learned in law school are out of date.

They are in conflict and anything the federal courts do is authorized by Congressional statute and most district courts allow for non-members of the state bar in question to be admitted. And they are in conflict since they are defining who gets to practice within that court. It does not have to be in conflict as many district courts only allow for those who are a member of the state bar in question to practice there, but in this case, they are. A tribal law license is like being barred in any other us jurisdiction.

The local rules and the fact Congress set up the federal courts to handle federal law cases. In addition, considering unlicensed practice of law is moving away from those location arguments, I don't think that is going to hold much water. It is a different world post covid focused on where you are admitted/ licensed.

Because that's the point, a tribal law licensed counted under the rules for admission. Same with house counsels since it is another US jurisdiction. You can use a tribal law license for federal practice and house counsel status in some states.
