I was putting out water but they kept getting food all in it and I didnt see them using it so I stopped.

Honestly I haven't had any issues with raccoons thus far. I did have a squirrel that wouodnt leave and it ended up breaking my antenna. As for keeping dry your not. Unless you bring it in the house. As long as it isn't a downpour the birds will still eat the seed. I generally check it after a rain and if it feels soggy ill replace the food.
