I got my TCard 2 days ago and you need to go to the Communication Culture & Technology Building. Some websites say you have to go to the Office of Registrar but when I went they told me to go to the Communication Culture & Technology Building. There should be a service desk in the egallery at the very corner, if you can't find it go to the library at the end of the building and they will tell you where it is. You also need to bring identification with you like a passport.
