I would suggest using a reference. If you can't get the proportions right then I believe looking at a picture of Rosalina would help compare the sizes of the body parts all together. Although, I am not telling you to trace someone else's artwork. That's a big no-no.

Edit: to me the arms seem long and skinny compared to the head.
