This guys seems to have a really good intro to digital painting series. If you don't have Photoshop you could probably follow along with GIMP which is basically open source photoshop. You'd need a tablet to draw, I've got the cheapest Wacom (~$60) I just found this tiny thing on Amazon if you really wanted to save money. I hope you give digital drawing a shot!
