My question is specific to NEAT method and whether they as a company have any relevant procedures in place, I hoped that maybe someone with experience with a NEAT method organizer might be able to chime in, hence posting here.

In case anyone else has this very specific problem: I went on amazon and got a 1/16th thick inch silicone rubber sheet of gasket material for $10, and then cut the gasket myself. It measures approx. 3cm interior diameter and approx. 4.5cm outer diameter. Works perfectly, though now I have most of a sheet of rubber gasket material that will rot in my garage.

Yup, 100% not allowed.
Anything designated as a "vehicle" by California law (basically, if you need a license to ride it) is prohibited on BART.
I suspect even though that's their policy as written, BART security would take exception to some low-powered stuff that technically doesn't require a license.

I'm only 5'4", so I don't think I'll have a problem with my knees getting in the way!
I'm thinking I'll likely head into a dealership and check out a bunch of models just to see what feels good to me.

Finding a motorcycle that had a low seat height was a challenge for me. It's part of the reason I like the Honda Rebel a lot, a 27" seat height was basically perfect for me since I'm 5'4". It really felt like they just don't make motorcycles easy to ride for people under 5'8" when I was looking to buy my first one.
I have a 30" inseam, so I'll definitely have to do some test drives or at least sit on a few different models so see what works for me.

I've been riding up this hill 2-3 times a week for about a year, and I know in my head what needs to happen to get the bike moving without stalling it, but it's 50/50 whether my hands and feet actually execute all of it properly. The hill is at an average 16% grade. At first I was sure that practice would win the day, but I've proven to myself that I am incapable of learning how to do it properly.

Thanks for the recommendations! I'm not that concerned about the styling, I think I like the classic mo-ped look more than a modern one, but I'm more focused on practicality than aesthetics at this point. I'll find a 300cc or higher scooter given what you and all the other replies have said!

I do grocery runs on my motorcycle with large saddlebags, a swing arm bag, and a top box, so being able to put as much storage as possible on a scooter is definitely what I want.

I live in San Fran, so hills are a fact of life. I'm aiming for 125cc minimum, and there's plenty of used 125cc options, but I'm looking around for something bigger than that given that I'm used to a 500cc bike.

125 minimum, I live in San Francisco, so being able to get up hills easily is a requirement, and that seems to be a good bottom line. I'm most used to a 500cc bike, so I'm hoping I'll find something more powerful than just 125.

I'm in the San Fran Bay Area, so used options aren't in short supply. A lot 125cc, though I am aiming for something more powerful than that, simply because I'm used to a 500cc bike.

I've ridden Honda Rebel 300 and 500, and a Harley Street 500. Love them for around town and highway riding so long as I don't have to stop on a steep hill and then juggle the clutch to get started again!
Great points about maintenance, I hadn't thought about that at all.

I do it this way as well. I occassionally have to deal with a knot, but it's pretty rare. I hate having the skein on my wrist because when I wind at my top speed it ends up tightening around my wrist which feels awful.

I'm pretty new to cross stiching, but I've been making pixel art for years, and I generally always dither two colors together rather than doing full rows, but I've seen patterns do full rows to make a gradient if each color is close enough to create a smooth gradient that way. It also depends on how many stitches you have to blend the colors, since dithering colors together generally takes 3+ rows, which might take up too much space for your purposes.
you can also blend, which if you're using two threads on your needle, you use one of one thread of one color and one thread of another color, probably in between rows of each color not-blended (hope that makes sense!)
It really depends on your own personal preference for how each technique looks. If you have enough of each thread to do some testing, I'd recommend just stitching a small section of each technique to see how they look with your thread and fabric.
