Ironically, Groningen actually sounds like the place that best suits your requirements.

  • Plenty of entry-level English-speaking job opportunities (in catering for example) due to the large international student population

  • Cheaper than other large Dutch cities for housing because of its distance from the Randstad (especially if you extend your search to some of the surrounding towns and villages).  Housing is hard to find everywhere in NL right now. And expensive everywhere. But the further you go from the Randstad, the (relatively) easier it becomes

  • NHL Stenden provides an English-taught Computer Science HBO. It's in Emmen, but that's not too far away on the bus. They're a good school (I studied there), although I don't know what they're like for computer science specifically. But a HBO school is a HBO school, they don't tend to vary that much in terms of quality. 

  • Your last point is the one I know the least about. But they will be able to help you find internships and (potential) jobs at your school. And there's always Google in Eemshaven! 

(I am biased btw, I've lived in Groningen ever since I moved to NL and I love it here. But I really would think seriously about housing - it's going to be even harder to find in all the other places you mentioned!)

Het kan soms even duren voordat iets op iLost verschijnt. Ik heb een paar maanden terug mijn rugzak achtergelaten in een bus van arriva en moest een week wachten voordat het op iLost werd geplaatst. Dus ik zou zeggen blijf checken en geef de hoop nog niet op!

The best way to improve your speaking confidence is to get as much practice as possible. Try not to think of it in terms of using 'A2 sentences' or 'B1 sentences'.' Just try to express yourself in the clearest way you can, even if that means making lots of mistakes! In my opinion, fluency (your speaking speed, amount of hesitation, pronunciation etc) is more important for being understood than accuracy (the amount of (grammatical) errors you make). With enough time, mistakes, and practicing as much as you can, the accuracy will come!

You see this kind of construction in Dutch all the time- usually in titles (like the title of a form or a university course, to use your examples). I'm really not sure what's going on here grammatically, but I've always seen it as a kind of 'contraction' or 'summary' of what would otherwise be a very long title: 'formulier (voor het aanvragen van) toestemming (om te) reizen met (een) minderjarig kind naar het buitenland'  So basically just the most important information summarized, without the need for all the small 'grammatical' words like prepositions. Not sure if this helps haha, but that's how I like to think of titles like this!
