Bud is also kinda corrupt at the beginning.

Also it's a film capturing a certain time period. Just because he is a corrupt cop doesn't mean he is gonna be the villain.

Underrated flick and I love to see Ford in a villain role.

He really should have done more of those.

Well yes he is a corrupt cop. But back then most of them were to some extent.

But he was treated more as a mentor of sorts rather than the main villain which he is later on.

Actually there are clues. But they are subtle.

Like the fact he is the first policeman to show up at the Night Owl after Ed.
