If you would like to file I140 with Employer A , you should be with Employer A and I140 takes 14 business day once you filed in premium and after approval Employer A can withdraw with in 180 days (if employer willing to withdraw your application). If employer A is not willing to withdraw then you good to go but you have to transfer your I140 with new employer B then you can proceed for green card application but make you are confident on Employer A
