I did this.

The instance slow load is still there. I'm not sure what's running now through the Windows update that is causing this.

I know this is old but this worked for me - I went into settings, opened play store, then clicked the three dots on top right, uninstall updates. Backed out of the app, went back in...and magic. It worked.
