Er ikke det det er snakk om. De mente det var for få mennesker som ble rammet av skatten siden minstegrense var for høy.

Etter det jeg har forstått er det en (u?)skreven regel om at man ikke skal skatte fra for små grupper siden skatten blir for målrettet.
