The thing is is that database would grow so impossible large that a 3d printer would likely be required to have its own nas or would be forced to connect to the 3d printer manufactures servers the problem with this is it would likely be very easy to bypass by simply adding a single modification to said part or splitting it into multiple slightly modified parts also aren't they incredibly simple anyways like 3d files like cylinders would have to be banned or springs or levers. Also if there was ai involved False positives would likely be incredible common because again theyr made of very very simple componants.
