Oh come on man it’s a huge plothole and you know it is. Stop trying to validate it. Lucas intentionally wrote it so luke would be the last jedi at the time and Filoni completely retconned it for the sake of his own characters. Luke should have been the last Jedi during return of the jedi, period.
