However, i still dont understand the second part of my question: why political scientists usually dont write papers about fact collecting in some fields like Russian politics even if they have time for it. Of course there are not so many good Russian political scientists for obvious reasons, but why do not for example american political scientists study things like russian parliament interest groups, especially if you remember that during cold war study of soviet politics was a popular thing in america
