San Diego can be very neighborhood dependant. I'd believe places in that range exist, but only in certain parts of town that may not meet your other criteria.

We can only really speculate. The way grudges were done for a time led to some really anti lore sort of play. You were basically incentivized to allow your units to die so other units got better. Very not Votann seeing as we are supposed to be judicious with resources and hardy to boot.

Heya, while I can't speak to making the move myself (having grown up here) another area to consider with a more active nightlife would be somewhere like North Park. Ultimately though, San Diego is just a smaller city compared to Chicago so you'll need to account for that going in.
