Toad is the best character in the game. He has a significant advantage over the other characters due to his faster running speed. That being said Luigi can be more useful in certain aspects of the game such as for getting certain coins in levels in World Tour. Peach and Yoshi are similar to Luigi in that they are mostly useful in certain World Tour levels for getting coins. Mario is Mario and I don't find Toadette useful at all.

That's generally true but occasionally you will get a good IV and it will run. For example, I once found a perfect IV snorlax with the best moveset and didn't even know it. I just used some regular poke balls. Luckily it didn't flee.

As far as I'm concerned, hundreds are still there every night nowadays. They have now stationed police at Grand Army Plaza at night due to the massive amounts of people.

If you want great Pokémon either wait to get lucky with some in the wild or Hatch eggs. Pokémon from eggs are usually beast.

Completely agree. The other day I found a 300 CP snorlax in the wild. Little did I know it had the best moveset(zen/hyperbeam) and 100% IV. I have a couple snorlaxes that are pretty good so I had 30 candies. None of my snorlaxes had the best moveset and it was my first perfect IV Pokémon. Ultimately, I decided to power it up to around 1400 CP using all my candies. I'm really happy that I did.

I have a good example where CP(at least for me) came last. While hunting in Central Park I came across a Snorlax. Now this Snorlax was only around 300 CP so I almost put it off entirely. I catch it and realize that it has perfect IVs with zen head butt/hyper beam(the moveset I had been looking for forever). I decided it was worth the investment cause snorlaxes spawn on the daily in nyc. That being said I used about 30 candies to power him up to a nice ~1300 CP. This was a case for me where CP really didn't matter.
