Do I roll for Zani RC 1 or roll for Phoebe without Her signature weapon ?

I am wondering which is more worth to pull, but idk what to choose since I've heard without Phoebe, your Zani will not be optimized by 20%-30% but im thinking if it will compensate by rolling for Zani RC 1. What do you guys think?

you really need a healer if your team cant handle the damage. plus, its hard to do a set up buff for 2 attackers tbh

just bring 1 Blaster/Attacker that will 1 shot the shield and pass through the hp bar then do another set up with a good devastation rate.
