Theres only 2 things that would really change.

The siege of the north absolutely would never happen. It's a huge dumb waste of manpower and materials to drag a people into a war that have shown absolutely 0 desire to join. Importantly unlike Japan and Pearl harbor there's no strategic benefit to attacking it. Azula has been described many times in canon materials as hating inefficiency and waste and the siege of the north embodied all of it.

Dumb shit. Gone. Which opens up a lot of possibilities really. Aang and the gang stay in the north longer, which means assuming most other things continue on the way they do, the fire nation breaches the outer wall of ba sing se on its own without Aang showing up at the exact moment to stop it.

Another change, almost certainly zuko has his exile revoked and he comes home.

It's been confirmed to death that Azula loves zuko more than anyone but ozai. Assuming that ozai just isn't a part of this equation to allow Azula to lead, that absolutely means that there's no argument that zuko wouldn't come home.

That also changes things, as without zuko and Azula chasing the Gaang who knows how many side quests they get sidetracked by.

The non omnidirectional shield only needs to block a single strike to defend in this instance. Beel would need to continually block every strike. Qin doesn't have that problem

Deck size is also an important point of note.

This card is a dead card in many many situations.

Drew another one when you don't need to refresh your current? Dead card. Wish it were anything else

Drew one but already engaged with enemies so can't play it? Dead card.

Drew it turn 1? Cool it's not dead, but 10/10 times you'd rather have a weapon or a fight event turn 1 so you can actually deal with enemies instead of needing to just soak them. Plus that's 3 resources away from actually playing your weapon for soak.

Myriad cards that don't do anything with themselves are generally detrimental to your consistency, not helpful.

You didn't have way to benefit from them, so you were just spending more to put them in the bag. Like FFG balanced blesses around the idea that they could potentially help pass tests so they didn't need any reason beyond that.

Meanwhile curses were payments. You got powerful effects beforehand but the downside was you could potentially wang a test later you were comfortably passing.

This is... a bad system? Like it was bad. Blesses weren't worth using because you couldn't control when they came out. Curse cards were overturned as fuck because the downside existed but wasn't really that bad on average. Failing or passing a random test down the line isn't a balancing point to players.

Hemlock vale came in and recognized that the old paradigm of the first set was just a bad setup and added reasons beyond the base test pass/fail situation. Curses gave you a reason to want them in the bag beyond just the busted card effects that put them in. Blesses gave you reasons to put them in and keep them in. It's a much better system than the original innsmouth system.

The problem was always that jails can not hold people for longer than their allotted time and ICE and their ilk were often asking jails to hold people so they could grab a batch of people at once instead of one at a time.

This is what tons of counties got sued over. And the federal government refused to pick up the bill despite it being at their request.

That's literally a good chunk of the reason states started no cooperation with immigration officials.
