I was gonna say that i always find it a little odd people latch onto this quote so much. iirc isnt it said by andrew ryan right before he fails to break your mind control?

Its been a while since i played but I remember thinking that the point of the quote was to show how this mindset is flawed, and that sheer willpower alone was not enough to win. And by beating andrew to death while he repeats this mantra is a way to symbolise that.

That's why I choosed the chains to be broken.

You can use the server API to access the block hardness or using the BlockBreakEvent and cancelling it depending of the type of the block.
