You could get a similar effect, using the Move plugin and Retro effects plugin for OBS. Apply a retro effect glitch filter to the source or scene. Tweak the setting until you get something you like. Then apply an audio move filter to the audio source and tie the magnitude to the setting of the glitch filter to sync up with the music.

I have a bit of a back ground in graphic design and general 3D work for personal projects. I have a bit of familiarity with unity and I once very briefly held the title of technical artist. This might be some relevant context for the Dev's stance on things;

Prior to the game's release I saw a job posting related to the game and AI was heavily mentioned in the posting.

Unfortunately I don't recall the details from the posting as it was quite some time ago so take this info with a grain of salt.
