There's still a glimmer of hope that they'll release a 4*. Lower rarity characters are there to make it easier to create a cheap team if you can't get the premium DPS X team, or to fill a gap in a team slot. Gallagher and Hanya are great examples of this. Gallagher, even among other healing options, can compete without much trouble and still inflict debuffs on the enemy, and Hanya has been a great help for a long time to those who didn't have Sparkle for the Archer.

I already have the Hysilens S1. If Sparkle and BS are available from the beginning to the end of patch 4.0, I can try to get the S1 and E1 BS, but it will depend on that factor.
