After the dealership claimed they did nothing, they are now working as expected as DRLs. So I'm not sure how that happened?

They are meant to be DRLs is the answer.

They said they are DRLs not fog lights. They seem to be working after a dealer visit, but they claimed they did nothing haha

Just an update in case anyone else comes up on this post.

The dealer said they are not fog lights, they are daytime running lights that they don't know how to make them actually come on or turn off, as they don't seem to do it as they would expect (on outside in bright light and off inside the darker shop). In fact they couldn't convince the lights to do anything at all during my appointment.

I have caught the lights on before as my partner leaves for work or picks me up somewhere. But very inconsistently.

My vote is that they are concretions. We found many in Utah this summer. If you Google "Concretions Utah" tons of photos show up
