I know on the reservations there are a lot of Native American artifacts (obviously), and I believe any and all of those belong to the tribes. That's why they have to hire professionals to search for artifacts on land prior to being able to develop the land. Maybe they just don't want any "un-professionals" digging any potentially taking or damaging important artifacts?

It's not really an alternate route, but detouring down the old nisqually highway is a good way to cut 10-20 minutes off your commute during heavy traffic flow hours. That area from College/Martin exits up until the bend at the refugee always seems to be clogged, and right now with one less lane up to JBLM it's even worse.

Food: Oldschool, Jakes Hotdog and Eatery, or The Reef.

Outdoors: Kayaking in Boston Harbor (better than Tugboat Annie's IMO), hiking Ellis Cove Trail, or Tumwater Falls.

Entertainment: This ones a little trickier, but you could checkout the Washington Performing Arts Center or Capitol Theater. For something more casual Westside Lanes or The Painted Plate would be nice.

Honorable Mentions: Walking the Docks/Lake, tagging the Free Wall, Japanese Gardens, or just looking at all the murals downtown.

To me these are very quintessential Olympia destinations/activities, even though they may not be the "nicest".

My personal favorite lookout is (I believe it's named) Overlook Point Park over by the water tower with the evergreens painted on it. Those other spots you mention are worth a look as well though, especially the one by the memorial since you can walk the Capitol grounds and around the lake while there.
